<br />Response to Comments <br />Chapter 8 <br />Comment 13: Page 3-2 <br />-The last pazagraph discussing `Tlext 10 Years" is absent the thought that proposed mine ventilation systems for E Seam and <br />2-13 the Dry Fork lease tract could reduce the number of MDWs required. MCC requests that this message be inserted so readers <br />are fully informed of West Elk's current plans. <br />2-14 { Comment 14: Page 3-4 <br />-Second full paragraph. MCC observes a format issue with the last two sentences running together. <br />I Comment I5: Page 3-5 <br />2-15 1 -The 2nd and 3`^ sentences of the second paragraph under Topography and Geography, Section 3.2.3 have issues with word <br />l stmcture and/or spelling. MCC suggests a review and rewrite ojthese sentences. <br />Comment 16: Pa eg 3=16 <br />Ir -Section 3.3.3.1 is absent of any discussion on the longwall mining that has already occurred under Deep Creek. MCC <br />2-16 S suggests this to be a critical point in the document to inclerde discussion on the Deep Creek mining experience so that <br />Il readers are fully informed. This dismrssion could also be pointed otrt in Section 3.3.4. f in the paragraph(s) on Page 3-21 of <br />the DE/S. <br />Cotmnent 17: Page 3-22 <br />2-17 { -The word "stream" is misspelled in the italicized quote from the EA. MCC suggests "stream" instead of "steam ". <br />Comment 18: Pa eg 325 <br />-Under the last paragraph of Section 3.3.4.2 under the Alternative heading, the first sentence states: "Potential post-tease <br />2-18 surface use (exploration, drilling, methane drainage, ventilation shaft wnstruction) has the .................". MCC proposes <br />the sentence be revised to add the Perm "etc. "after the word cons(ruction inside the parens. Thrs would then allow for other <br />mining activities that might occur within the lease tract. <br />Corltment 19: Pa eg 3=59 <br />2-19 { -The paragraph under the Minnesota Ditch Rider's Cabin is missing the word "to" after the word "Due" in the second <br />sentence. MCC suggests this correction. <br />Comment 20: Pa eg 3=62 <br />-The last sentence of the first paragraph under the heading of"Roadless Character" will be dated by the time the EIS is <br />2-20 { fmalized and distributed. MCC suggests rewording this sentence to avoid this ejj'ect. <br />Cotttment 21: Pa eg 3-77 <br />2-21 { 'The second Poll paragraph discusses the RFMP. The acronym appears "RMPP" instead. MCC suggests correcting this. <br />Comment 22: Appendix B. Paee 3-1 <br />2_22 { -The second paragraph under Section 3.1 mentions that West Elk longwall panels are typically 1000 ft. wide. MCC wishes to <br />clam that pane! widths up to 1250 ft. (block width) are being considered for E Seam and the Dry Fork lease tract. <br />Comment 23: Appendix C. Paee C-2 <br />-Item # I on this page mentions compliance with the Canada Lynx Conservation Assessment and Strategy. MCC is not aware <br />ojthis and questions the requirement to comply. Who is the governing agency? Please explain why and how this was <br />2-23 adapted as a tease stipulation. With this explanation MCC will determine acceptance or not. This was not o stipulation for <br />the West Flatiron Lease. <br />Comment 24: Aooendix C, Pages C-6 <br />2-24 { -The Recreation and Land Use stipulations on Page C-6 are not acceptable as the concerns portrayed with these stipulations <br />are not consistent with the analyses conducted in this EIS.
