Chapter 8 <br />Response to Comments <br />LETTER 2 - MOUNTAIN COAL COMPANY <br />Comment <br />Response <br />2_] All references to ArkLand have been changed to Ark Land in the Final EIS. <br />2-2 Regarding the comments on the reserve estimates, as the agency responsible for administering <br />the mineral estate on Federal lands (EIS Section 1.3), the BLM prepared a Tract Delineation <br />Report for the Dry Fork LBA (BLM 2004, project file). In this report BLM estimated the <br />acreage and coal tonnage in the Dry Fork LBA tract (EIS page S-I; Section 1.1), and the <br />sentence in question references BLM. Since considering offering the Dry Fork tract for lease is <br />a Federal action, the Forest Service used the information provided by BLM in the preparation of <br />the environmental analysis. Changes were made to the text to indicate that 17 million was an <br />estimate provided by the BLM. <br />Pertaining to the comment on B and E Seam mining, the text in the Draft EIS at S-1 reads "The <br />existing West Elk Mine operations plan calls for mining both B and E Seam reserves to the west <br />and north of the Dry Fork LBA Tract, and MCC intends to mine E Seam reserves within the Dry <br />Fork LBA". According, to the comment, the sentence accurately reflects MCC's position. <br />Dry Fork Lease-By-Application FEIS 8-5 <br />
