Chapter 8
Response to Comments
LETTER 2 - MOUNTAIN COAL COMPANY
Comment
Response
2_] All references to ArkLand have been changed to Ark Land in the Final EIS.
2-2 Regarding the comments on the reserve estimates, as the agency responsible for administering
the mineral estate on Federal lands (EIS Section 1.3), the BLM prepared a Tract Delineation
Report for the Dry Fork LBA (BLM 2004, project file). In this report BLM estimated the
acreage and coal tonnage in the Dry Fork LBA tract (EIS page S-I; Section 1.1), and the
sentence in question references BLM. Since considering offering the Dry Fork tract for lease is
a Federal action, the Forest Service used the information provided by BLM in the preparation of
the environmental analysis. Changes were made to the text to indicate that 17 million was an
estimate provided by the BLM.
Pertaining to the comment on B and E Seam mining, the text in the Draft EIS at S-1 reads "The
existing West Elk Mine operations plan calls for mining both B and E Seam reserves to the west
and north of the Dry Fork LBA Tract, and MCC intends to mine E Seam reserves within the Dry
Fork LBA". According, to the comment, the sentence accurately reflects MCC's position.
Dry Fork Lease-By-Application FEIS 8-5
