Richmond, Forest Supervisor <br />Grand Mesa, Uncompahgre and Gunnison National Forests <br />2250 Highway 50 <br />Delta, CO 81416 <br />Dear Mr. Richmond: <br />The Department of the Interior has reviewed the Draft Environmental Impact Statement (EIS) <br />for the Dry Fort: Federal Coal Lease-By-Application, and offers the following comments. <br />As indicated, the Office of Surface Mining Reclamation and Enforcement and the Bureau of <br />Land Management were Cooperating Agencies in preparation of this document. In addition, the <br />U.S. Fish and Wildlife Service has been coordinating with the USDA Forest Service and has no <br />additional comments at this time. However, ifpost-lease analysis reveals any surface-disturbing <br />activities or additional water depletions to the Colorado River, it tnay be necessary to re-initiate <br />Section 7 consultations pursuant to the Endangered Species Act. <br />Sincerely, <br />Robert F.
