CO 80203 <br />Reclamation Division <br />Room 423 <br />Attn: Dan A1athews <br />Dear Mr. Mathews: <br />~,'r,rj; rp <br />., r. ; <br />rdrn;;,~.ca ~~... <br />`ULC li'fl G. ~ .~ <br />The following report is Western Slope Carbon's (VVSC) report detailing <br />recent operations at our coal refuse site near Hotchkiss, Colorado. <br />During the month of January and February 1983, all coal presently end <br />dumped at the site was spread, leveled, and compacted as described <br />on page nine of our plan. The insitu moisture content of the coal did <br />not necessitate additional water. Compaction was achieved in 18" lifts <br />by multiple passes of a TD-125. Final elevation of coal was determined <br />by survey, so that final elevation of the site is in accordance with <br />the plans. <br />Next, a total of 33,000 yards of liner and topsoil was moved to cover <br />those areas filled to capacity and to provide the necessary stockpiles <br />for those areas of the site to remain open. Approximately three acres <br />of coal was at final grade and was covered with the specified liner <br />fill and toposil. Another 2-3 acres has been left open for future devel- <br />opment; approximately half of this open area is coal not at its final <br />specified grade yet, and the remaining is the next expansion area. <br />Liner fill material was compacted in excess of requirements using a <br />24 ton scraper over 6" lifts. The topsoil was not compacted except <br />where tracking was necessary. <br />The stockpiles of future topsoil and liner fill was placed as described <br />in the narrative portion of WSC's 12/15/82 minor revision for stockpiling <br />at this site. T hese piles are placed separately along the entire lead <br />edge of the reclaimed area adjacent to the open areas it will next be <br />used. <br />VVSC considers the site suitable to enter into temporary cessation status, <br />as well as to provide immediate resumption of activities in the future. <br />Access control has been established to prohibit dumping not specified <br />in the plans. During the next few months, as the various yards are <br />cleaned at the mine, some loads of coal refuse will be generated.
