Franklin
Adolph Coors Company
Department 394
Golden, Colorado 80401
RE: Keenesburg Mine Sludge Utilization, March 31, 1982 Revision .
Permit C-028-81
Dear Mr. Franklin:
The Division received your June 23, 1982 response concerning the
utilization of sludge on your reclaimed area. The responses were
reviewed and found to be satisfactory. The Division is still concerned
with possible nitrogen overloading. It was decided however, that due
to the lack of active site specific information and with the acceptance
of the proposed monitoring plan, that the potential for adverse affects
would be minimized due to early detection. If adverse affects are
detected appropriate mitigation measures will be required.
It is our understanding that the following conditions apply to this
revision:
1. A shallow well will be developed downgradient from the sludge
pond. The well will be measured rtx~nthly for conductivity and quarterly
for nitrate nitrogen. Results will be submitted quarterly.
e
2. Coors will calculate and submit loading rates in lbs/acre for
cadmium, lead, zific, copper, and nickel.
3. Water quality monitoring requirements at the mine will not change.
The Division reserves the right to modify the monitoring plan
pending the results of the sludge analysis. Coors will be consulted
prior to any changes, if any. At present the Division does not
anticipate any changes.
~.~
