(WSC) would like to submit the following <br />comments. In doing so, however, WSC does not accept any legal responsibility <br />for Crystal Meadows but rather makes the following comments in an effort to <br />cooperate with CI4LRD in addressing the situation and finding a solution to it. <br />In reference to Item No. l: OBTAIN SAMPLES OF EXPOSED WASTE AND SUBMIT <br />COMPLETE CHEMICAL AND TEXTURAL ANALYSES TO THE DIVISION. <br />WSC has a chemical analysis of the waste material at Crystal Meadows from <br />1978. We could request from the mine that a new sample be taken and submitted <br />to the lab for analysis; however, we would appreciate clarification from the <br />CMLRD concerning what constitutes "complete chemical and textural analyses". <br />In reference to Item No. 2: SUBMIT A REMEDIAL PLAN FOR ENSURING THAT WASTE <br />MATERIAL IS NOT EXPOSED TO SURFACE RUNOFF OR ALLUVIAL GROUNDWATER. THIS WOULD <br />PROBABLY REpUIRE REMOVAL AND PROPER DISPOSAL OR REBURIAL OF EXPOSED WASTE, AND <br />RECONSTRUCTION OF THE DIKE. <br />WSC identifies the following options regarding immediate and long-term <br />reasonable solutions at the Crystal Meadows site. In evaluating such options <br />other factors should be considered as discussed below. <br />1. The landowner (Robert Christopher) currently has an agreement with <br />Burnett Construction Company to provide space for storage and processing <br />of rock to be used in the current highway construction project. It was <br />Burnett Construction who recently disturbed and exposed the gob at the <br />site. In Burnett's agreement witty the landowner, the site 15 to be <br />reclaimed in September or October after the crushing and asphalt <br />preparation work for the highway has been completed. Therefore, the site <br />cannot be reclaimed until the work by Burnett Construction has been <br />completed.
