The general <br />circumstances are as follows: <br />The Grassy Gap Coal mine is a fully reclaimed site in Routt County, <br />Colorado. During the final bond release/forfeiture field <br />inspection, the landowner objected to the wide spread occurrence <br />along the roadway of the weed Houndstongue. Based on this <br />objection and the desire to remediate the situation, the Division <br />and Rockcastle Coal Company modified our formal settlement <br />agreement to assign $10,000.00 of the $35,000.00 forfeited bond for <br />weed control purposes over the 1993 and 1994 field seasons. The <br />1993 weed spraying was completed at a cost of $2,100.00 leaving <br />$7,900,00 remaining for weed control. <br />There are only two companies in Routt and Moffat counties who' are <br />properly licensed with the Department of Agriculture to do the type <br />of spraying required. Both parties bid on this job and the bids <br />are as follows: <br />Company: Routt County Landscaping <br />Person: Jeff Irwin <br />Bid: $2,900.00 ( additional at $75.00/hr. plus chemical) <br />Company: Mountain West Environment <br />Person: Eva Littlefield <br />Bid: $2,930.00 ( additional at $72.00/hr, including chemical) <br />The additional is for any extra spraying identified and authorized <br />by the project manager. As you can see, the bids are very close <br />and the low bidder would change if there was extra spraying. Based <br />on the likely situation of little to no extra spraying, I have <br />awarded the job to the low bidder, Routt County Landscaping. <br />Attached please find a copy of their quote and evidence of <br />insurance. Also attached is a purchase requisition. <br />Since this is a weed spraying project it is important that it be <br />
