Box 15265 <br />Lakewood, Colorado 80215 <br />Dear Mr. Stout: <br />Z have reviewed your response to the OSM "Special Stipulations", fz»m <br />your letter addressed to Ca ml Pahlke dated October 30, 1980. I see <br />some problems with stipulation #2 and #4, which should be addressed <br />in your next permanent program application. <br />With regards to stipulation #2 there is an error with #5 where you <br />calculated sample adequacy for total vegetative corer. Using a two-tailed <br />T-test with 38° of freedom and a 90~ confidence level, I calculated: <br />Nr = (1.686)2 (0.0121) 25 <br />I(.1)(.37)J2 <br />This indicates that 25 observations were needed for this level of <br />confidence. Since only 20 observations were taken, your sampling was <br />inadequate. Additional samples should be taken until you meet the <br />required sample confidence level. <br />Your t-tests appear valid with the exception of #6, where a new t-test <br />will be needed when more samples are taken, and #6 where the t-test <br />for difference between mine cover and reference area cover for Big <br />Sagebrush should be equal to 2.685 instead of 0.2983. <br />Your response to special stipulation #4 is inadequate to comply with <br />Section 9.15 of our Act. Specifically, we require under 4.15.7 that <br />you evaluate species diversity not just vegetative life form. Determining <br />percentages of grasses, forbs, and shrubs will be inadequate to satisfy <br />this section. Also, you should state specifically what Level of <br />statistical confidence you will try to attain. <br />(cont'd) <br />November 12, 1980 <br />
