Box 229 <br />Boulder, Colorado 80306 <br />Dear Margie: <br />In relation to our concerns over ditch D at the Bourg Strip <br />Mine, and pursuant to our prior phone conversation, this office <br />has not received the updated maps illustrating calculations and <br />the pit which will contain runoff from ditch D. Please send this <br />information as soon as possible. <br />I must caution Flatiron that even through ditch D was approved in <br />your permit; if 'on the ground' inspections reveal problems with <br />the practicality of the design we have the authority to require <br />the operator to institute necessary changes (per Rule 4,05). <br />On another subject, the Colorado State Program was published on <br />December 15, 1980, in the Federal Register. This initiates the <br />60 day timeclock for submission of a complete permit application <br />addressing the rules and regulations of the permanent State programs. <br />A complete permit application for coal mining and reclamation is <br />due in this office on or before February 15, 1981. <br />If you have any questions feel free to call. <br />Sincerely, <br />Michael S.
