Box 1821 <br />Colorado Springs, CO 80901 <br />Re: Reclamation of the GEC Mine, C-81.-037 <br />Dear Dr. Corley: <br />The Division, on March 18, 1993, received a letter dated March 17, 1993, requesting <br />clariScation of reclamation schedules at the GEC Mine. We wish to take this <br />opportunity to respond. <br />The Division is scheduled to complete the Section 24/Hastings Mine Bid Document by <br />April 2, 1993. Time required for review of the document by the Colorado Division of <br />Purchasing, public announcement of the pre-bid meeting, the bid opening and receipt of <br />insurance and bonds is typically six to ten weeks. Thus, reclamation in Section 24 and of <br />the Hastings Mine will probably commence during the latter half of May 1993. <br />We have been informed that additional Federal funding for mine sites with bankrupt <br />sureties will not become available before the end of the Federal fiscal year <br />(September 30, 1993), and may not be available at all. The Inactive Mined Land (IML) <br />Program is therefore reluctant to initiate a Bid Document for the East Pit until the full <br />amount of funding available for the project is known, but has agreed to schedule the <br />project for the winter of 1993-1994. This scheduling anticipates that no additional funds <br />will be forthcoming with which to reclaim the East Pit and Chen's Hill. Should <br />additional funds become available, the Bid Document will be modified at that time. <br />Scrutinizing of the October 19, 1992, "Investigation of Section 24 Reclamation Liability," <br />the 7.5 minute USGS Rockvale Quadrangle and the Colorado Geological Survey's <br />"Colorado Front Range Inactive Coal Mine Data and Subsidence Information, Fremont <br />County" reveals a discrepancy between the October 19, 1992, memo and the location of <br />the Double Dick and the Pioneer Canyon No. 2.
