1. Wyoming Fuel Company will construct the spillway to Pond 1
as ~:hown on the September 14, 1981 version of Figure 2, and
provide certification in the form of a letter signed and
sea.l.ed by a registered professional engineer that the embank-
ment and spillway exist as shown on Figure 2, no later than
Alri:il 1, 1982.
