Otherwise, we will assume diesel fuel and will need an SPCC Plan. The generators will be natural gas fired. ~ 1. The third and fifth pazagraphs are contradictory. They are not contradictory; the third paragraph refers to the Piceance Site and the fifth paragraph refers to the Parachute Site. The issue is rendered moot by the decision to use natural gas as the fuel source. ~2. Section 5.5, page 5-3 -What specific MSDS sheets would American Soda submit? 53. General -Section 5.0 - Need a spill plan for the product pipeline and for gathering pipelines. A spill plan for the product pipeline and gathering pipelines is being developed for the commercial solution mining operation. T7ris plan will be provided to Woodward-Clyde upon completion. 54. Section 6.2, page 6-2 - "American Soda will maintain the capability of making site- specific determinations and implementing......" What does this mean? Will they keep a reclamation specialist on staff'? 55. Section 6.3, page 6-3 -Permanent structures to be buried in place will be covered with 2 feet of soil. Where will this soil come from? How much will be required? 56. Section 6.4, page 6-4 -Will there be any effort made to segregate and salvage topsoil on the pipeline corridor? Yes, see item 34. More detail will be provided in the POD and reclamation plan. 57. Need to identify the locations for topsoil stockpiles, acres of disturbance for stockpiles, and the expected volume of material that will be salvaged for use in reclamation. ~3. Need a plan to pro[ect stockpiled material -typically silt fencing and seeding to prevent erosion and maintain soil quality -depending en how long material .~~ill be storzd. This would apply to the mine field as well as the pipeline, gas lines, and processing facilities. 24
