Based upon the information developed above, submit revised <br />calculations to reflect costs for reclamation of lands currently <br />affected. Cost estimates should include per unit costs and total <br />costs for each phase of reclamation (e.g., grading, topsoiling, <br />seedbed preparation, seeding/seed costs, fertilizer, mulch, etc.). <br />Division estimates will include rental equipment, mobilization, and <br />labor costs and could be higher than your estimates if all other <br />conditions are equal. <br />3. If submittal of the above information cannot occur prior to July <br />22, 1983, please request withdrawal of your request for bond <br />reduction until such a time that submittal can occur in time to <br />allow for a fol]ow up inspection of the property prior to the next <br />available meeting of the Mined Land Reclamation Board. <br />4. Since approximately 75% of the existing 4U acre site has been <br />disturbed, and since reclamation costs have been averaging <br />$1,000/acre or greater for most regular impact agyregate operations <br />in Colorado, a significant change (up or down) in reclamation costs <br />for the existing disturbance may not occur. Nt any rate, the <br />important consideration is that the calculated cost be reasonably <br />close to being a fair representation of the expenses that would be <br />incurred to reclaim the existing disturbance by either the operator <br />or the state. Upon establishing that understanding, it is highly <br />recommended that the existing disturbance not be increased until <br />such a time that reclamation on affected land has reduced the <br />corresponding cost to a desired level, to an extent whereby mining <br />could then advance without further increases in bonding <br />requirements. From your letter of 14ay 4, 1983, the desired level <br />of bond would appear to be $6,000.00 to $8,000.00. My estimate <br />would be that approximately 66% of the existing disturbance or <br />related costs of reclamation would have to be completed to meet <br />your desired level of bonding commitment. <br />5.
