Barra. <br />Division D~reaor <br />RE: Seneca II Mine Regraded Spoil Monitoring Program, Permit No. C-80-005 <br />Dear Mr. Wendt: <br />The Division has completed a review of the proposed changes in the regraded <br />spoil monitoring program at the Seneca II Mine. We believe that Peabody is <br />correct in determining that analyses for manganese on the Wolf Creek and <br />nitrate nitrogen on the Wadge mining and reclamation areas are unnecessary, <br />However, we also believe that electrical conductivity (EC) analyses are basic <br />to determining whether a salt hazard exists in the Wolf Creek spoil material. <br />Even though salt hazard has not been shown from 1983 to the present one cannot <br />assume that it could not present a problem in the future.
