Lnng <br />Uiv ision Dueaor <br />RE; CRESSON Mi Heap each Pad - "Status of Low <br />Volume S uti Collection System for Phase 2" <br />- CC&VG Da a and ALR Limit Response <br />(Permit No: C-80-244) <br />I have completed a review of the letter submitted by John Hardaway, <br />on behalf of Cripple Creek & Victor Gold (CC&VG), in response to my <br />~~L recent inquiry regarding increased Phase 2 Low Volume Solution <br />Collection System (LVSCS) recovery of pregnant solution. <br />Regulatory Disclaimer <br />Mr. Hardaway's letter of April 16, 1997 to Berhan Keffelew appears <br />~~ to be for the purpose of clarifying the existing status of the <br />~ LVSCS. No proposed modification to any existing permit condition <br />or commitment is proposed by CC&VG, and no Division permit <br />modification approval is intended by this comment memorandum. <br />Editorial Comments <br />Mr. Hardaway, in prefacing his discussion of inflow data to the <br />Phase 2 LVSCS observes; <br />"The Application for Amendment Number 6 reported the range of <br />flow rates that might be expected for various confidence <br />levels, where the confidence levels were based on <br />probabilities of the defects varying in size and location. <br />Using different confidence levels, the Application suggested <br />actions that would be taken when the selected confidence <br />levels were met... The estimates of rates that solutions <br />could be anticipated to occur were not, in themselves, a <br />limit. The LVSCS, in its entirety (i.e., with its <br />configurations and pumps), was one of the safeguards, and both <br />LVSCSs are operating well and in compliance with the <br />containment criteria of CC&V's permit." <br />
