ni III IIIIIIIIIIIIIIII Haul Road Maintenance Could the Ghost of Coal View be in charge of this ranch's coal haul and access roads? Consider that Sun Coal has the exclusive right by Court Order to maintain all access and haul roads. Did the Ghost intervene when the Court stopped us from doing anything to maintain the haul road to protect our livestock, wildlife and humans? Has Sun Coal maintained or how do you maintain a road that was ripped up, ditches 1' deep, 15' wide installed every 150' at various angles across it? In areas where berms were removed, 6" high, 5' to 15' wide dirt shoulders were installed. The haul road as now destroyed is dangerous and must be traveled with caution, when it is usedl Snow removal is impossible and has never been done by Sun Coal. Others have placed snow against the berms or onto the shoulders. This of course makes everyone of the 90 ditches a mud hole in the spring. Vehicle tracks thru the last to melt ditches cause most of the water to run down the road instead of in the ditches. The ditches also take water away from the road shoulder depleting the summer grazing capacity. Soon the road is usable only by 4 x 4's, graders and crawler tractors. This problem exists several months each year. So far only a small section (21 ditches) of the road has been used in winter, so what about the rest of the road? In two areas the road slopes toward the outside berm so badly that it's impossible to keep a vehicle in the road after a rain or light wet snow. The original road was used by Sun Coal and others for over 6 years with no problems. The run-off did not kill any cattle, wildlife, or endanger any humans close to the road. The erosion off the haul road is still continuing, still creating trenches and still filling our ponds. We state, again, we will accept the road "as is" only if satisfactory financial arrangements can be made to rebuild the road as our attached profile proposes.
