Management & Monitoring Plans <br />Page 3 of 4 <br />4.0 Agriculture <br />The Loukenon family has farmed and conducted livestock grazing in Dowe Flats for at least <br />the past 50-60 years. Under the terms of Cemex's lease of the County-owned lands in <br />Dowe Flats, Cemex may continue to sublease the property to the Loukenon's for agriculture, <br />subject to County approval (area in green in Figure 2). However, it is anticipated that the <br />County may decide to retire the cropland in the leased property, and convert to grassland. <br />Accordingly, within these lease aeeas, the County has assumed the responsibility for <br />agricultural land use. Within the Cemex ownership (area in blue in Figure 2) most of the <br />land is used for mining and reclamation, with two exceptions: <br />The azea east of County Road 47 and north <br />used for strip crops, and will continue I <br />consistent with past management practices. <br />of the Supply Ditch has traditionally been <br />~ be managed by the Loukenon family, <br />2. Within the quarry boundary, that area in the SE 1/4 of Section 9, and SW 1/4 of <br />Section 10 (approximately 200 acres west of County Road 47 and north of the active <br />quarry) has traditionally been used for livestock grazing, and will either continue to be <br />used for livestock grazing, or rested. <br />3. The area east of County Road 47 and between the Supply Ditch and Highland ditch <br />has traditionally been used for irrigated agriculture, including hayland, and will <br />continue to be managed consistent with past management practices. <br />5.0 Wildlife <br />Within Cemex's ownership, those aeeas that are outside of active mine and reclamation <br />operations function as de facto wildlife habitat. <br />At the time of the approval of the Dowe Flats Special Use Permit in 1994, the primary <br />public concern, particularly on the part of local environmental organizations, was the <br />preservation of winter raptor habitat. Southdown, Inc. subsequently completed the five yeaz <br />Dowe Flats Winter Raptor Study. All parties agreed that the central issue was maintaining <br />the prairie dog prey base for the wintering raptors. Accordingly, the original Dowe Flats <br />Management and Monitoring Plans included the following prairie dog management actions <br />and policies: <br />A. The prairie dog population was monitored through 1998. <br />B. Ablack-footed ferret cleazance survey was completed in 1994. <br />C. A burrowing owl clearance survey was completed in 1994. Burrowing owl <br />monitoring continued through the completion of the prairie dog population <br />monitoring in 1998. <br />D. Outside of the active mine and reclamation sites, and cropland farmed by the <br />Loukenon's, prairie dogs are allowed to maintain naturally occurring populations. <br />E. Within the mine and reclamation azea, prairie dogs could be removed. Periodic <br />expansion of the mine pit removed prairie dogs by means of bulldozing topsoil. <br />To date, no removal of prairie dogs has been necessary in reclamation sites. <br />F. The Loukenons continued prairie dog control in strip crop areas east of County <br />Road 47, with mixed success. <br />
