,mil - !y'9~ ' o f/ <br />NARRATIVE FOR THE DOWE FLATS QUARRY YEAR 10 INTERIM REVIEW <br />November 10, 2004 ~ ~ - <br />To: Whom It May Concern MO~~ ~ ` ~C04 <br />Introduction and Scone of the Review <br />This referral narrative is for the Year 10 Interim Review of the Boulder County Special <br />Use Permit for the Dowe Flats quarry operated by Cemex (docket # SU-93-14). <br />The Dowe Flats quarry is located in north-central Boulder County approximately two <br />miles east of the Town of Lyons, north of Colorado Highway 66 (Ute Highway), and <br />southeast of Rabbit Mountain (refer to Figure 1 Vicinity Map). <br />The Dowe Flats Quarry Special Use Permit was approved by the Board of County <br />Commissioners in May of 1994, and the Commissioners Resolution (94-81) was <br />approved on June 28, 1994. The Development Agreement was completed on July 12, <br />2004. One of the terms of the approval is that the quarry would be subject to review at <br />the end of years 1, 3 and 5, and every 5 yeazs thereafter. The interim reviews aze focused <br />primarily on: <br />1. the permit terms, conditions, and commitments of record; <br />2. management and monitoring plans for the quarry and associated buffer and <br />setback lands; <br />3. review of reclamation progress. <br />The Dowe Flats interim reviews apply to the quarry north of Colorado Highway 66. The <br />cement plant operations south of Colorado Highway 66 are subject to other permits and <br />are not part of this interim review. <br />Available Documentation <br />The commitments of record made by Southdown, Inc. (now Cemex) in 1994 have largely <br />been fulfilled. Updated management and monitoring plans aze included with this referral. <br />On-line commentary on the commitments of record, terms and conditions of the Board of <br />County Commissioners Resolution, and reclamation progress is available at the Boulder <br />County Land Use Department web site, including: <br />1. Review of the Terms and Conditions of the Dowe Flats Special Use Permit <br />(including commitments of record and the terms and conditions in the Board of <br />County Commissioners Resolution). <br />2. Updated management and monitoring plans including land use, agriculture, <br />wildlife and cultural resources. The management and monitoring plans also <br />include an update on the change of name from Southdown, Inc. to Cemex, and the <br />
