If the revision affects federal coal, federal mine <br />plan approval must be obtained unless the requirement is waived by OSM. <br />Operations affecting federal coal may not proceed until the federal mine plan <br />• approval, if required by OSM, has been issued. For non-Federal mines, one copy of <br />the revision in final form must be sent certified mail to OSM at Suite 1200, 505 <br />Marquette Avenue NW, Albuquerque, New Mexico 87102.
