<br /> <br />Bob Oswald <br />March 30, 1998 <br />Page 2 <br /> <br />After the topsoil has been placed in storage, the stockpiles will be seeded with grasses <br />within one year of placement. The soil will be spread over the floor of the existing <br />River Road Pit. The size of this area consists of approximately 20.9 acres. Please <br />again refer to the enclosed sketch for an indication where the topsoil is to be <br />eventually placed. <br />Pursuant to the Notice requirements in Rule 3. I.5(9), the following information is <br />provided regarding the importation of such topsoil as discussed above. <br />(a) The location of the proposed activity is the River Road Gravel Pit as being the <br />recipient of the imported material and the Railhead Gravel Pit providing such <br />material as a product of topsoil/overburden stripping. <br />(b) The approximate volume of the import material is believed to be <br />approximately 30,000 cubic yards. <br />(c) The signature attached to this document should be considered to be <br />certification by United Companies that the proposed import material is clean <br />and inert, as defined in Rule l.l(20). <br />(d) The approximate date of commencement that the soils will begin to be placed <br />in storage approximately September or October, 1998. As stripping <br />operations occur over the next two or three years, topsoil will be stockpiled <br />until an adequate amount has been salvaged. The soil will be stored for <br />reclamation of the River Road site at an undetermined time in the future, at <br />such time that the importing and processing of materials ceases at the River <br />Road site. <br />(e) The soils will be used to plate the floor of the mined out portion of the gravel <br />pit. As the site is not going to be inundated with water, as originally planned, <br />it is a requirement of the standards of Mined Land Reclamation Act to provide <br />topsoil for such affected lands. <br />(fj The soils will be placed on the floor of the gravel pit at a depth of 8" to 12". <br />This procedure will accommodate a high degree of stability, as the floor is <br />basically flat. <br />United Companies agrees to commit to the remedies that are mentioned above.
