These preliminary certification statements consisted of compaction testing data, which you forwarded to my attention. The compaction control, including appropriate Proctor determinations for the development of comparison standards, was performed for Seneca Coal Company by Northwest Colorado Consultants, Inc. The assembled compaction testing results, performed over a period of approximately twelve months, from August of 1995 through August of 1996, report 181 compaction tests with 13 associated proctor determinations for control standards. Testing appears distributed randomly throughout the 16,100 foot length of Haul Road A and the 6,100 foot length of Haul Road B. Tests were performed at varying lift depths and at varied location throughout the roadway structure. Whenever a substandard test result was completed, the report presents the remedial measures taken and documents that the materials were recompacted and the inadequacy corrected. The methodology and reporting by Northwest Colorado Consultants, Inc. Appears to have been performed in careful compliance with the prudent state of the soils testing discipline. Their methods and reporting are precise and thorough.
