These <br />preliminary certification statements consisted of compaction testing data, <br />which you forwarded to my attention. The compaction control, including <br />appropriate Proctor determinations for the development of comparison <br />standards, was performed for Seneca Coal Company by Northwest Colorado <br />Consultants, Inc. <br />The assembled compaction testing results, performed over a period of <br />approximately twelve months, from August of 1995 through August of 1996, <br />report 181 compaction tests with 13 associated proctor determinations for <br />control standards. Testing appears distributed randomly throughout the 16,100 <br />foot length of Haul Road A and the 6,100 foot length of Haul Road B. Tests were <br />performed at varying lift depths and at varied location throughout the roadway <br />structure. Whenever a substandard test result was completed, the report <br />presents the remedial measures taken and documents that the materials were <br />recompacted and the inadequacy corrected. <br />The methodology and reporting by Northwest Colorado Consultants, Inc. Appears <br />to have been performed in careful compliance with the prudent state of the <br />soils testing discipline. Their methods and reporting are precise and thorough. <br />
