were mined prior to August 3, 1977, and no topsoil was salvaged. Available spoil <br />materials were seeded. Steep slope variances were also granted for portions of the <br />West Ridge Area. Details on these variances can be found in Section 4.3.1 and in <br />Exhibits 4.3-1 and 2-3.1 of the permit application. <br />B. The Division previously waived the requirement for clearing of vegetative cover <br />prior to topsoil removal. The applicant has demonstratedthatinclusion ofvegetative <br />material in salvaged topsoil is necessary or desirable to enswe soil productivity <br />consistent with the post-mining land use. The operation utilized a rotocleaz <br />technique for removal of vegetation. The rotocleaz method chopped standing <br />vegetation, which was then incorporated into the salvaged topsoil. <br />IV. Sealing of Drilled Holes and Underground Openings <br />A. The Division will require that each hole, well or other underground opening be <br />capped, sealed, backfilled, or otherwise properly managed (4.07.3). <br />V. Backfilling and Grading <br />A. The Division approved the retention of box cut spoil or initial cut spoil outside the <br />pit azea since the applicant demonstrated that such material is not required to achieve <br />approximate original contow in accordance with 4.09.1. Spoils from the initial box <br />cut at the Moffat Area were cast southwazd onto previously mined Center Ridge <br />spoils. The area was mined prior to August 3, 1977, and no topsoil was salvaged. <br />Spoils were graded and revegetated (4.14.](2)(d)). <br />B. In order to conserve soil moistwe, enswe stability, and control erosion on final <br />graded slopes the Division approved cut-and-fill terraces for previously mined West <br />Ridge Areas. These terraces aze compatible with the post-mining land use, and will <br />meet all the requirements of Rule 4.14.2(2). Details of the plan aze in Volume ] 2a <br />of the permit application. <br />Revegetation <br />A. The Division previously approved the use of introduced species in the reclamation <br />seed mix. The applicant has submitted information which shows that the introduced <br />species aze desirable and necessary to achieve the approved post-mining land use, <br />and are not poisonous or noxious (4.15.2). <br />B. The Division previously approved the use of a cover crop as a means to meet soil <br />stabilization requirements. Winter wheat was used as a cover crop on portions of the <br />West Ridge area (4.15.4). <br />Ed~u Mine 23 Permit Renewal No. 3 <br />
