i. The vertical portion of the remaining highwall of the Center Ridge <br />pond is located faz enough below the low water line along the full <br />extent of the highwall to ensure adequate safety and access.to the <br />proposed water users. There is no remaining highwall on the Moffat <br />or West Ridge pond shorelines (Rule 4.05.9(1)(1)). <br />C. Surface and Groundwater Monitoring <br />The applicant will conduct monitoring of groundwater in a manner approved <br />by the Division. The groundwater monitoring plan is as follows: <br />Water level measurementswill be taken at Trout Creek alluvial wells TR-1.5, <br />TR-3; and TR-4; Moffat Area wells 215W, 215L, 218W, 218L, 892S, and <br />892L; Trout Creek sandstone well TRS-1; and at the West Ridge spoils well <br />WR-1. Groundwaterqualitywill be monitoredat TR-1.5, TR-3, TR-4, TRS- <br />1, and WR-1. Locations of all wells are depicted in Exhibit 4.6-26. <br />Frequency and pazametersaze listed in Table I of this document (4.05.13(1)). <br />2. The applicant will conduct monitoring of surface water in a manner approved <br />by the Division. The monitoring plan was submitted under 2.05.6(3)(b)(iv) <br />and includes the following: <br />Continuous flow-monitoring sites (TR-a and TR-bon Trout Creek) upstream <br />and downstream of the mine will be maintained from April through October. <br />Weekly flow measurements will be taken at the NPDES sampling points. <br />Locations of the surface water monitoring sites are depicted in Exhibit 4.6-26 <br />of the permit application. Surface water quality is monitored upstream at <br />TR-A, downstream at TR-D, in the Moffat Area at TR-C, and in the West <br />Ridge Area at TR-B. Frequency and parameters aze listed in Table 1 of this <br />document (4.05.13(2)). <br />Springs and seeps will be inventoried annually, and reported in the Annual <br />I-lydrology Report. A sample will be collected at any spring exhibiting flow <br />in excess of 20 gpm, and the sample will be analyzed for the pazameters <br />listed in Table 1 of this document. <br />D. Stream Buffer Zones <br />The Division approved surface or underground mining activities within 100 <br />feet or through a perennial stream or stream with a biological community. <br />This decision was based on a finding that the original stream channel will be <br />restored, water quality and quantity shall not be adversely affected, and <br />appropriate riparian vegetation will be reestablished.
