Sedimentation Ponds <br />The Division previously approved retention of the Moffat, Center Ridge, and <br />West Ridge ponds on a permanent basis, based on the following: <br />a. The quality of the impounded water is suitable on a permanent basis <br />for its intended use, and discharge from the impoundment meets <br />applicable State and Federal water quality standazds (Rule <br />4.05.9(1)(a)). <br />The intended use of water in the Moffat, Center Ridge, and West <br />Ridge impoundments is recreation, fish and wildlife habitat and <br />consumption, and consumptionby livestock. Water quality standards <br />for livestock, then, would apply. Samples of water from the three <br />ponds have been analyzed and were determined to be acceptable for <br />consumption by livestock. <br />b. The level of water is sufficiently stable and the configuration of the <br />pond is adequate to support the intended use (Rule 4.05.9(1)(b)). <br />A review of reports of site inspections conducted by the Division <br />since 1981, indicates that water is present yeaz round in all three <br />ponds. The Moffat and West Ridge ponds discharge in response to <br />rainfall and Spring runoff. Dischazge from the Center Ridge pond is <br />generally perennial, the exception being extremely dry years. <br />c. Adequate safety and access to impounded water is provided to the <br />proposed water users.
