The letter essentially implies that Western Fuels has not properly reclaimed <br />a part of Mr. Mel Stoats property. We do not believe this to be true. <br />It should be noted that Western Fuels-Colorado has reclaimed Mr. Blasts' surface as described in <br />Exhibit A of the Coal Mining Lease. Mr. Staats was made aware of the area by Mr. Ross Gubka, New <br />Horizon Mine Chief Engineer where 0.8 feet of additional topsoil was to be placed. We do not dearly <br />understand Mr. Blasts position outlined In your letter. Please send us more details about this matter, <br />preferably, including a map that shows the area Mr. Stoats thinks we have neglected to replace the <br />extra topsoil on.
