BANTA, Director <br />January 22, 1988 <br />Mr. Richard Mills <br />Supervisor, Environmental Affairs <br />Yampa Valley Coal Corporation <br />29538 Routt County Road 3127 <br />Oak Creek, Colorado 30457 <br />Re: Summary of Ongoing Projects - Tentative Schedule - Eckman Park, Mine 1, <br />Mine 2, Little Middle Creek - C-31-071, Mine 3 - C-84-062 <br />Dear Mr. Mills: <br />As you know, we recently experienced a reorganization of team arrd mine <br />assignments resulting from personnel an~i programmatic changes last year. lour <br />dblllty t0 respond to the various Ongoing projects related to the at~ove <br />referenced mines was temporarily affected as new personnel came on board ar~d <br />became familiar with your operations. We recognize that You are <br />understandably anxious to resolve these pending issues. Please be assured <br />that. we are processing the revisions as expeditiously as Possible. <br />The pending projects are summarized below, and a tentative schedule is also <br />provided. <br />1. Permit Revision No. 1 (Little Middle Creek) - <br />The Division cannot yet provide a full response to your December 9, 1987 <br />submittal. A review is occurriri9; however, you may not receive a letter <br />until after February 5, 1'?33. Technical Revision 14 (Rill and Gully <br />Plan) should he completely resolved before we respond to the Little <br />Middle Creek RevlSion. The adequacy response for Technical Revision 14 <br />was received in our office January 2<^, 1988. Additionally, the Office <br />of Surface Mining has informed us that a S10C compliance review <br />(Pertaining to other permits, reclamation fees, etc.) must be <br />reinitiated and completed prior to final approval of any permit <br />revision, if the initial compliance review was implemented more than six <br />(6) months before the present. We are also reviewing the previous <br />correspondence materials to ensure that all changes have been <br />incorporated into revised pages, and your responses to the most. recent <br />Division adequacy letter. An approval decision cannot be issued until <br />these matters are resolved. We recommend a decision date of March 14, <br />1988. <br />2. Technical Revision 14 (Rill and Gully Plan) - <br />The decision date for this revision was set for February 1, 1999. The <br />adequacy response has been received, but we still have some concerns.
