Is it possible that it as been <br />combined with the Carter Lake Enterprises permit <br />(M1985099 110c)? The two quarries are adjacent. Carter <br />Lake had a 7.75 acre permit in 1994, but the State's <br />online database shows it at 17 acres (can a 110c be <br />that big?). Has it been amended since 1994? The County <br />allowed about 3 of the 7.75 acres for Carter Lake <br />Enterprises in 1994. <br />If it is any help, a Larimer County Planning Staff <br />report dated July 5, 1988, stated "(Arkins Park North) <br />is highly visible because it is immediately adjacent <br />to the County Road. Much of the rubble has been pushed <br />toward the road and even within the road right-of-way. <br />The equipment, waste material, pallets, and discarded <br />items further detract from the appearance of the area. <br />This portion of the quarry is supposed to be completed <br />by October 25, 1988, and reclamation to be completed <br />by March 1989." I am unclear where the dates came <br />from, but the situation is worse today, 12 years after <br />reclamation was to be completed, than it was in 1988. <br />That brings up another question -State permits <br />require county approval, and county approval requires <br />a state permit. If the State has granted 7.75 acres, <br />and the County allows only 3 of those acres, does the <br />State consider it a violation to be outside the 3 <br />acres? <br />The following amendment is a bit of a long shot, but <br />might this say something about APNorth? I found a <br />reference to a letter from the State Division of <br />Minerals & Geology (Carl Mount), dated 2/3/94, to <br />Larimer Planning - "Notice of 112 Regular Reclamation <br />Permit, Amendment Application Consideration - <br />amendment application to the Arkins Park Quarries, <br />Permit No. M-85-212, at or near Sec 35, Township 6N, <br />Range 70W..." Although the Arkins Park Quarries (section <br />35) are quite a ways south of Arkins Park North <br />(section 22), the County file that this letter was in <br />did include Arkins Park North (but only to mention the <br />reclamation that had allegedly occured along the <br />road). I could not find copies of this application <br />amendment at the Larimer County Clerk & Recorder's <br />office. Like I said, a long shot. <br />Thanks for your time, <br />Steven Carty <br />
