Carptne: <br />This letter is to serve as a formal response to your request that the Small <br />Operators Assistance Program (S.O.A.P.) be utilized to assist in continued <br />hydrologic monitoring at the Twin Pines No. 2 Nine. The provisions set forth <br />under Rule 2.09 of the Regulations allow for funding assistance for the <br />purpose of determining probable hydrologic consequences in the preparation of <br />permit applications and revisions only.
