M-198-031 (Mancos Pit), M-198-172 (Gardner Pit), M-1978-107 (Tozer Pi[),
M-1987-109 (Willbanks Pit), M-1999-063 (Baumgartner).
Dear Mr. Everett,
This letter is to follow-up my December 29, 2000, letter to you, in which I discussed the incorporation of a noxious
weed control plan into each of the county-operated gravel pit permits. Noxious weeds were observed at some of
the sites, and this office informed you that hvo activities must be performed to remedy the problem. We stated that
on-the-ground weed control must be carried out, as well as a written control plan must be approved and
incorporated in the permits.
You had provided information demonstrating that noxious weed control was a priority activity adopted by the
county at rite gravel pits it operates. 1 had responded that this commitment to monitoring and treatment was a
positive step, but that to incorporate such weed control plans into the permits required that it be done through our
technical revision (TR) process. 1 additionally noted that, since all sites would be monitored and treated similarly
under one plan, vve would only require one TR fee to cover the first cc-eed control plan review. The following four
pernti[s would be revised at no cost. I have enclosed my previous letter for your information.
This office has never received any further response from you concerning the inclusion of a weed control plan into
the permits. At this time, your permit plans have not been formally revised, and any noxious weeds noted on your
sites during future. inspections are subject to being considered to be problems. We hope to receive a reply in the
near fume regarding this matter, since i[ must be resolved.
If you have questions or comments, 1 may be reached at the Division's Durango field office: 70l Camino del Rio,
Room 12~, Durango, CO 81301; tel 970/247-~ 193 or fax 970/247-5104.
Sincerely,
~~~ ~~~~~
Bob Oswald
Environmental Protection Specialist
encl: l2/29/00letter
cc (w/encl): Tom Weaver, Montezuma County Administrator, 109 W.
