Ucpt. ci Nah:r;l r;~;,~~;;ccs <br />The office of Surface Mining and Energy Fuels Corporation have been co- <br />operating in the development of blast vibration data from which [o develop a <br />site specific scaled distance formula for the Energy I11 mine and at the same <br />time develop information that OSM can use to instruct individuals as to the <br />analysis required to develop a site specific scaled distance formula. Ry this <br />letter and pursuant to section 120(2)(0)(II) of The Code of Co Lorado Regu- <br />lations, Energy Fuels Corporation hereby petitions for a modified scaled dis- <br />tance formula. <br />Attached to this petition is the instructional material developed by OSM. <br />Example 4 on page 17 details the seismograph records obtained at the Energy I11 <br />mine and a detailed analysts of this data. Rased on this analysis Energy Fuels <br />Corporation requests a modified scaled distance formula of: <br />W = ( D )2 <br />46.1 <br />Where: <br />W = maximum weight of explosives <br />detonated in any 8 millisecond <br />delay period <br />D = Distance in feet to nearest <br />structure outside of permit <br />area. <br />With [his site specific modified scaled distance Formula Energy Fuels <br />Corporation will be permitted to shoot 1.7 times the amount of explosives per <br />delay than under the present Colorado regulations. <br />
