The pilot proposal <br /> concept is to place coal combustion fly ash into areas previously mined for gravel. The proposal <br /> disposal site is approximately 40 acres in size and located at the NW 1/4, Section 31, Township 3 <br /> North, Range 68 West, Sixth P.M., Weld County. It is approximately 1200 feet from the St. <br /> Vrain River. <br /> I am summarizing our concerns and questions pertinent to the proposed project below. <br /> 1. What is the depth to groundwater, groundwater flow direction, and rate of groundwater flow? <br /> 2. Where are near by wells, what are their depths, and their permitted uses? <br /> 3. What is the geology in the area? <br /> 4. What data currently exists, if any, that supplies information on current groundwater quality <br /> both up and down gradient of the site? <br /> 5. What water quality data currently exists on the St. Vrain River both up and down gradient of <br /> the site? <br /> 6. Where are the nearest water intakes to the site for both domestic use and agricultural use? <br /> 7. There is some discussion in the literature that the TCLP test may not be the best method to <br /> assess potential leachate from coal combustion'fly ash in situations such as this due to the large <br /> volumes of material and extremes in pH of the material versus the acid used in the test method. <br /> This matter warrants further consideration by all parties. <br /> 8. What would be the sources of ash and how consistent is the make-up of the ash? <br /> 9. What would be the proposed fill protocols and the length of the proposed pilot project? <br /> 10. Financial assurance for the project would need to be dealt with for closure, post-closure care <br /> and , if necessary, corrective action. <br /> 11. If remediation proved to be necessary, what are the anticipated remedial measures? <br />
