Dear Nr. Gossett:
Attached 1s the Division's Mtd-Term Review and Decision to require revisions
to the Narr Strip Mine, Permit No. C-006-80. The review was 1n fulfillment of
Rules 2.08.3, 2.06.2(9), 2.06.3(4), 2.06.5(3), 2.06.7(5), and 3.02.2(4).
The mid-term review primarily consisted of reviewing the permit application,
stipulation responses, revisions, and any supplemental Information, as well as
information from field inspections and past Inspection reports. The main
purpose of the review was to identify any areas of the permit appllcatlon that
will need to be revised or modified to ensure compliance and reflect the
current status of the mine.
The attached document contains our mid-term review, a rationale far requiring
any revisions to the appllcatlon, timetables for submitting responses, a
summary of the status of stipulations, and the results of our performance bond
review. In addition there is a section that identifies items found during our
review that pertain to future permits. Those items are advisory 1n nature.
Revisions were found to be needed under the categories of Legal, Financial,
and Compliance Information; Land Use; Hydrologic Balance; Vegetation;
Operations Plan; Backfilling and Grading; and Bonding. In general, most of
the items pose no immediate environmental concerns, rather they serve to make
the mine plan more clear and concise. Many of the items needing revision are
activities that have been approved under subsequent revisions or in response
to original permit stipulations and need to be incorporated and consolidated
Into the appllcatlon Some examples are the revisions that have been made to
the revegetatton success criteria for the tipple. A few items such as the
Legal, Financial, and Compliance section will need to be updated to reflect
changes since the permit was first issued.
