Specifically, RMA
requests an increase in maximum discharge to the South Platte River from 6.50 MGD
to 13.0 MGD. In addition, RMA wishes to relocate three of its permitted discharge
points as shown on the attached map. The relocation of the discharge points is needed
to accommodate the transition from mining in the north to completing mining in the
south.
Current pit operations, in part to accommodate City of Brighton (landowner) future
water storage plans at the site, require simultaneous dewatering of the two southerly
of three "cells" comprising the property instead of just one at a time as originally
planned. These operations will, therefore, require temporarily pumping and
discharging approximately twice the previously planned maximum. All pumped
water consists of ground water in£ltrating into the unlined pit cells and aggregate
plant process water that is recycled through a series of sedimentation ponds to keep
silt and clay fines on-site. Discharge monitoring and reporting has continued and will
continue as presently permitted.
My understanding is that this will constitute an administrative change to the permit
and CDPHE will invoice RrMA directly approximately 560.00 for this permit
amendment if approved and when so affected. If you have any questions, please
contact Nathan Merkison (RMA) at 303-659-0630, or me, and we will be happy to
assist with any additional required information.
Sincerely,
Alan L.
