This change in topsoil salvage strategy will ensure <br />that the best quality of topsoil available will end up on the surface to support revegetation, <br />Our future topsoil salvage operations will include the following key elements. <br />- Prestrip topsoil sampling will identify the A, B and C soil horizon and B subhorizon <br />boundaries. <br />- Topsoil salvaged for stockpiling or direct replacement will be carefully monitored against <br />the topsoil balance required to replace 12" or 18" of topsoil for disturbed rangeland and <br />cropland acreage, respectively. Trapper will insure that there is always at least enough A <br />and B horizon materials salvaged to reclaim the acreage disturbed to the required topsoil <br />depths. <br />- Topsoil depths to be stripped will be based on salvage of all A horizon topsoil and a suf- <br />ficient depth of upper B horizon topsoil to insure a topsoil replacement balance. <br />- Topsoil replacement will be monitored carefully to insure topsoil replacement depths are <br />within permit requirements. <br />Future Topsoil Balance <br />Enclosed are updated Tables 4.9-3 and 4.9-4 from Permit C-81-010. These tables reflect <br />changes to the permit term topsoil balance. Table 4.9-3 changes are based on the current <br />topsoil balance existing at the end of 1993, forecast changes to disturbance and retopsoil <br />acreages for the remainder of the term (1994-1997) and balanced topsoil salvage and <br />replacement depths of 12" and 18", respectively, for rangeland and cropland disturbance. <br />Note in revised Table 4.9-4 that the projected topsoil surplus remains steady from 1993 <br />through 1997. In current Table 4.9-4, located in the permit document, the projected topsoil <br />surplus increased by more than one million BCY's from 1993 to 1997. Revised Tables 4.9-3 <br />and 4.9-4 were placed in the Topsoil Section of TR-64, the 1993 annual report, which was <br />submitted on March 14, 1994. <br />By implementing the revised topsoil salvage operation described herein, Trapper can curtail <br />future expansion of our topsoil surplus. However, as revised 'fable 4.9-4 illustrates, a top- <br />soil surplus of 1,077,000 BCY's currently exists. This topsoil surplus exists mainly in the <br />West Panel area of the mine (Browning, Colt, Derringer and Enfield pits). Trapper proposes <br />to carefully evaluate existing cropland and rangeland disturbance areas in the West Panel area <br />in relation to topsoil needs and stockpile locations. Topsoil stockpiles will then be identified <br />that are not needed for future topsoil replacement and Trapper will submit a revision to <br />CDMG proposing to leave some existing topsoil stockpiles in place as part of the post-mining <br />landscape. <br />FUjb <br />jDMG\MAR22~ <br />
