Peabody's current, approved mining and reclamation <br />permit applications (PAP'S) for Seneca II and Seneca <br />II-W mines contain reclamation bond estimates. These <br />estimates were based on operating three shifts per <br />day. Current mining and reclamation activities are <br />conducted two shifts per day. To be consistent with <br />these current practices, the basis for this estimate <br />(TR 5) is two shifts per day. Adjustments to cost <br />were consistent with those used by CMLRD fur double <br />shift operations (.75 depreciation and .50 overhead). <br />PCC does nut have a copy of the Contractors Equipment <br />Cost Guide referenced by the Division. Equipment <br />costs are based on figures stated in the Cost <br />Reference Guide for Construction Equipment (April <br />1989). <br />The following changes are made to the Seneca II-W PAP due i <br />• to the responses to this stipulation. <br />Tab 7 - Revised Exhibit 7-10 replaces existing 1 <br />Exhibit 7-10. ~ <br />Tab 12- Tables 12-4 and 12-5 replace existing <br />tables (pages 12-28 and 12-29a, <br />respectively). <br />Appendix 12-1 - Table 12-1-1 is revised. New pages <br />12-1-41 through 12-1-65 are added. <br />Appendix 12-3 - Replace existing Appendix 12-3 in <br />its entirety with revised Appendix <br />12-3. <br />Appendix 13-3 - Because the cost changes permeated <br />throughout the appendix, Appendix <br />13-3 is replaced in its entirety. <br />We believe this submittal responds to the requirements of <br />Stipulation No. 15.
