MONITORING, RECORD KEEPING, AND REPORTING OFRESULTS <br />MONITORING: <br />*** <br />(1"Paragraph) The permittee is required to carry out the activities described in the <br />monitoring olan. The data must be reported and maintained as orovided in Section II <br />D.4 of the Permit. The 4th Revision of the Water Monitoring Plan, dated December 23, <br />1999, has been incorporated into the Permit as Appendix I. <br />(2nd paragraph) The Water Monitoring Plan includes ground-water monitoring, for the <br />Piceance Site (solution well field and upper plant) and the Parachute Site (lower plant, <br />which is not covered by the Permit). It also contains a process monitoring section, <br />(found in Section 4.0 of the Water Monitoring Plan, Appendix I) for mining operations at <br />the Piceance Site. <br />*** <br />(4t8 paragraph proposed to be defeated) As specified in Appendix I, the ground water <br />and surface water monitoring programs to this Permit includes two monitoring periods: <br />the baseline period, and the first five (S) years of commercial operations. Established <br />trends will be developed prior tostart-up of commercial operations. For the purpose of <br />this Permit, at least five (5) quarters of additional baseline data must be collected prior <br />to commencement of injection. This baseline period will start from July 1999. The <br />baseline monitoring schedule for ground water monitoring wells includes monthly water <br />level and water quality monitoring for a period of five (5) quarters prior to the start of <br />commercial solution mining operations. Piceance Creek shall be monitored in <br />accordance with current U.S. Geological Survey (USGS) monitoring schedule for this <br />stream, as provided in Section 3.0 of the Water Monitoring Plan, Appendix I. Spring and <br />seep monitoring shall be conducted twice per year, corresponding to high flow (spring) <br />and lower flow (fall) conditions for the baseline period and during solution mining <br />operations. <br />(5`" paragraph) Subsequent monitoring plans applicable to the 5-30 year phase of <br />commercial mining will be developed prior to mining in those areas. Any changes in the <br />monitoring program will be incorporated into the Permit by modification of the Water <br />Monitoring Plan, unless a Permit modification is required. Modification of the Permit <br />will only be required if the plan has undergone significant changes.
