A Statement of Basis <br />and a copy of the Public Notice, which discusses development of the Permit, is also enclosed. <br />A notice should appear soon in the Meeker Herald, Meeker, Colorado and fhe Glenwood <br />Post. Glenwood Springs, Colorado notifying the public of their opportunity to comment and or <br />request a public hearing. A notice of our intent to issue a Permit has also been sent to interested <br />parties, and to the surface landowners who may be affected by the proposed action. The public <br />corrunent period on this action will run for thirty (30) days from the date of publication. You <br />may call Ms. Jo Taylor at (303) 312-6152 to obtain the exact deadline for public comments. <br />Please be aware that a Final Permit decision will not be made until after the public <br />comment period closes. Before a Final Permit decision is made, all public comments will be <br />taken into consideration. If any substantial comments aze received or if any substantial changes <br />are made from the Draft Permit to the Final Permit, it will be necessary to delay the effective date <br />of the Final Permit action for an additional thirty (30) days. This delay is required by 40 CFR <br />Section 124.15 (b) in order to allow for a potential appeal of the final decision. <br />The enclosed Permit Modification is a "DRAFT" version of the proposed modification <br />of the existing active azea Permit.
