Begej <br />Reclamation Specialist <br />Dear Cathy, <br />In response to your request to update the Division of Minerals and <br />Geology as to the latest reclamation work performed by HWC at the west <br />pit area of the GEC strip mine please review the following. <br />HWC mobilized men and equipment on Thursday November 5, 1992 to the <br />site and began the prescribed work. The focus of the work was to <br />abate the outstanding N.O.V. C-92-17 issued on August 3, 1992. As you <br />know, the N.O.V. relates to the repair of the Diversion Ditch and <br />removal of the lowest check dam in the west pit drainage. The pond <br />had to be dredged out to gain access to the work area in addition to <br />the requirements set forth in the compliance agreement of April 22, <br />1992 section 22C. Due to the extremely wet condition of the pond, the <br />excavation work required was nearly impossible. During the flash <br />flood which accompanied the heavy rainfall of the week ending August <br />14, 1992, a very large amount of sediment was deposited in the pond <br />from the area above the west pit (an area of approximately 300 acres), <br />which is drained thru the west pit via the newly built diversion <br />ditch. <br />HWC was able to reconstruct the diversion ditch, reinforce the <br />transition area and remove the lowest rock check dam. HWC was also <br />able to re-establish the other rock check dams as requested by the <br />Division. The excavation of the pond was only completed for <br />approximately 60$ of the original area, again due to the wet <br />conditions. Material taken from the pond, i.e., run-off sediment, was <br />used to reconstruct the Diversion Ditch, establish a bank around the <br />pond in specific low areas and was also stockpiled in the back area of <br />the pond. The balance of the sediment in the pond along with the <br />excess stockpiled material could be used by the contractor doing the <br />reclamation work for Island Creek Coal Co. HWC will, when weather <br />conditions permit, return to the site to stabilize, compact and seed <br />the Diversion Ditch embankment.
