Long
Division Director
RE: "Protocol' 'nation of the Tatum Residence
In response to Ann Tatum's request for the "study protocol",
included in her letter to you of February 10, 1995, I provide the
following comments. To my knowledge, the Division does not have a
specific "study protocol" for conducting subsidence damage
investigations. In regard to my evaluation of the Tatum residence,
I relied upon my professional training and work experience in
completing my subsidence investigation and examination of the
structure.
My Professional Training and VPork 8xperience
My academic training includes a bachelors degree from Princeton
University in geological and geophysical science (1969), a masters
degree from the University of Colorado in engineering geology
(1973), and a doctorate from the University of Colorado in urban
geology (1978). "Urban Geology" is a subdiscipline of engineering
geology which concentrates upon the developmental implications of
geological phenomena in the urban environment.
My work experience includes several years private consulting in
engineering geology, environmental geology, and hydrogeology; ten
years serving as staff geologist and city engineer for the City of
Boulder, Colorado; and fourteen years as the chief geologist and
later as technical and scientific coordinator for the Division of
Minerals and Geology. In my professional capacity representing the
City of Boulder I have examined several hundred residential and
commercial structures and numerous public facilities, to document
and diagnose possible causes for structural damage. I also
authored all of the geological hazards and developmental constraint
components for the development of the Boulder Valley Comprehensive
Land Use Plan. In my professional capacity for the Division of
Minerals and Geology I have participated in the review of
practically every subsidence inventory, subsidence prediction,
