Climatological Information and Air <br />The division has reviewed the climatological and air resources information <br />presented in Section L (pages L-1 through L-8), and Section J of the permit <br />application. <br />The applicant has provided adequate baseline climatological information to <br />characterize the local conditions at the site. The applicant has been granted <br />final approval for air emissions permits for the mine site (C-12,528(FD)) and <br />a loadout facility (C-13,OU9(FD)) by the Colorado Department of Health, Air <br />Quality Control Division. <br />The operation is in compliance with the requirements of this section. <br />XI. Topsoil - Rules 2.04.9, 2.05.3(5), 2.U5.4(2)(d) and 4.06 <br />The Uivison has reviewed the information provided in the application on pages <br />U-2, F-2, Section M, and Appendix E. <br />During the review, several issues were raised concerning the location of <br />potentially unsuitable soil, handling of saline and sodic soil, mapping <br />adequacy, and soil chemical analysis. <br />At this time, the operator has stripped topsoil from nearly all areas to be <br />disturbed during this permit term. The operator performed an analysis of <br />stockpiled material in order to determine the suitability of the material <br />stripped from potentially unsuitable areas. Results indicated the stockpiled <br />material is suitable for use in the reclamation effort. Material which was <br />previously identified as saline and/or sodic has been separately stockpiled <br />and is to be disposed of in the pit during backfilling operations. The <br />applicant has committed to sampling the topsoil after it is respread, prior to <br />seeding and analyzing for any suitability problems. <br />In order to ensure that only suitable topsoil is stripped, the following <br />stipulation is necessary: <br />Stipulation No. 2: <br />PRIOk TO ADDITIONAL DISTURBANCE AND/OR STRIPPING OF TOPSOIL DIRECTLY <br />NORTH OF THE OFFICE AND SHOP, THE PERMITTEE WILL DEMONSTRATE THE <br />SUITABILITY OF THE SOIL MATERIAL TO BE STRIPPED TO THE DIVISION. THIS <br />DEMONSTRATION SHALL INCLUDE, BUT NUT BE LIMITED T0, A CHEMICAL ANALYSIS <br />OF EACH HORIZON FOR pH, E.C., SAR, SATURATION PERCENT, TEXTURE, <br />SELENIUt4, AfJD BORON OF EACH OF THE SOILS SERIES TO BE SALVAGED. <br />The applicant has proposed to stabilize topsoil stockpiles with a <br />predominantly native seed mix acceptable to the Division. <br />With the acceptance of this stipulation, the operation is in compliance with <br />the requirements of this section. <br />
