Representatives of Grand Mesa Coal Company have recently
indicated that the company is "rethinking" the proposed test panel concept.
As I have stated in phone conversations with Mr. Parker and yourself,
the concerns you have noted will be considered by our staff if and when
the technical revision application is submitted. You will be notified
when the technical revision application is filed with the Division.
Furthermore, you will ~e informed of the Division's proposed decision
regarding approval or disapproval of the application and will have the
opportunity to object to that decision and request a formal hearing be-
fore the Mined Land Reclamation Board if you so desire.
If you have any further questions or comments please let me know.
Sincerely,
Dan Mathews
Reclamation Specialist
DM:ys
