Because of the low precipitation and saline and sodic soils, revegetation will
be difficult. However, with intensive management, the applicant should be
able to revegetate the disturbed area with a diverse, effective, and permanent
vegetation cover similar to the surrounding area. Further information on the
operations plan can be found in Section XIV of this document.
The Colorado Historical Society in consultation with the Bureau of Land
Management have reviewed the Powderhorn Coal Company mine plan and determined
that there will be no effect to cultural resources (see Section III).
There are no renewable resource lands overlying the proposed underground
workings. However, a water treatment plant and water lines overly the
workings. The water treatment plant will not be undermined. The applicant
predicts no damage to the water line from subsidence. A subsidence monitoring
network will be used to better define subsidence effects.
The operator has obtained all appropriate air quality permits. Emissions are
primarily controlled by water spray and watering the roads. In addition, all
required NPDES permit have been obtained.
-7-
