SHELTON, Director <br />M E M O R A N D U M <br />• 28 July 1983 <br />T0: Susan Mowry <br />FROM: Jim Pendleton <br />RE: Trapper Mi ng's R ponse to Stipulation No. 3 - Permit No. C-010-81 <br />Pursuant to your request, I have reviewed Trapper Mining's repsonse to <br />Stipulation No. 3 placed upon its Permit for the Trapper Mine, issued on <br />December 31, 1982. .Stipulation No. 3 required the submission of "A PLAN FOR <br />VERIFICATION OF THE 25$ OVERBURDEN SWELL FACTOR PROJECTED BY THE PERMITTEE <br />FOR THE TRAPPER MINE." <br />Trapper Mining, Inc. has proposed an neropho[ogrammetric and survey <br />analysis proceedure to verify the projected swell factor. Briefly, the <br />proposal consists of comparing pre mining and post-mining topographies in four <br />selected test areas totalling 188 acres. The analysis will compare cross- <br />sectional lines and topography developed from 1975 aerial photography of the <br />pre mined area with cross-sectional lines and ITbpography generated from aerial <br />photography to be flown this fall (August or September), following this <br />season's reclamation work completion. Trapper anticipates that the digitized <br />computer analysis will require approximately 60 to 75 days to complete. It <br />is the operators intention to submit the study results in January, 198+, <br />concurrent with the submission of the first required post mining topographic <br />map of the mined area. <br />The proposal is acceptable as presented by the operator.
