In the letter you stated that the Division of Minerals
and Geology is engaged in reclamation activities related to the above referenced revoked
mine permit. Specifically, the Division of Minerals and Geology, is working to reclaim a
rail yard loading area associated with the revoked permit. The letter also states that
there is approximately 16,000 cubic yards of material present at the site, and that the
Division of Minerals and Geology is seeking a disposal site for this material. If the
Division of Minerals and Geology wishes to dispose of this material in a solid waste
landfill, a hazardous waste determination of the material must be made. You requested
that the Solid Waste Section of the Hazardous Materials and Waste Management
Division of the Colorado Department of Public Health and Environment, provide the
Division of Minerals and Geology, with specific comments or suggestions concerning the
sampling and analysis of this material in order to make a hazardous waste determination
of the material.
The Solid Waste Section has the following suggestions:
1. Make a visual inspection of the area, prior to the commencement of any
remedial activities. While perfornung this visual inspection pay particular
attention to; color anomalies, odors, differences in the material, stains, and
from these observations determine the worst case area. Sample the worst
case area. Include the results of your visual inspection into the record for
the site.
Roy Romer, Governor
PaVicia A.
