Several irrigation ditches located in the area of the <br />Energy Mine No, 3 divert water from Middle, Foidel and <br />Trout Creeks. Surface water rights for the various ditches in <br />this area are shown on Map 8 of the permit application. <br />Historically these areas have been farmed primarily for forage <br />crops. Water use along Trout Creek is also agricultural. <br />Water extracted from the Yampa River downstream from its <br />confluence with Trout Creek is used for agricultural, <br />industrial, municipal, stock and domestic purooses. <br />4. Probable Hydrologic Consequences of the Energy Mine No. 3 <br />A determination of the probable hydrologic consequences of the <br />proposed mining and reclamation activities at the Energy Mine <br />No. 3 site has been made by the applicant, and is found in <br />Section 2.05.6(31 of the permit application. This section <br />includes an evaluation of quantity and quality effects on <br />ground and surface water systems, the interaction of ground and <br />surface water systems, the Dossible mechanisms of impact, the <br />effects of reclamation and time, and proposed mitigative <br />measures to be taken. <br />The effects of mining on the ground and surface water systems <br />are identified by the applicant as follows. <br />- Increased post-mining ground water recharge rate; <br />- Leaching of soluble material'in backfilled areas: <br />- Transport of accumulated dissolved salts through the <br />overburden aquifer out of the proposed permit area; <br />- Increased rv noff and erosion within the proposed permit <br />area during operations; <br />- Increased sediment load in drainages within the proposed <br />permit areas during operations; <br />- Temporary increased salt loading in streams draining the <br />proposed permit area; and, <br />- A long-term change in the ion balance of surface water <br />drainage in the proposed permit and adjacent area. <br />The Probable Hydrologic Consequences section of the permit <br />application is divided into two main subsections: Ground Water <br />Effects and Surface Water Effects. The following discussion of <br />mining effects is organized according to these headings. <br />- 24- <br />
