The report is your response tostipulai;ion No. 2 of the <br />above referenced permit No. C-038-81. The stipulation reads as follows: <br />THE APPLICANT MUST, WITHIN ONE YEAR OF THE PERMIT ISSUING, SUBMIT A <br />PLAN TO THE REGULATORY AUTHORITY FOR RESTORING THE ESSENTIAL HYDRO- <br />LOGIC FUNCTIONS OF THE ST EVENS GULCH AND NORTH FORK OF THE GUNNISON <br />ALLVUTAL VALLEY FLOORS. THIS PLAN SHALL IDENTIFY THE ESSENTIAL <br />HYDROLOGIC FUNCTIONS OF THESE TWO ALLUVIAL VALLEY FLOORS AND MUST <br />SHOW IN ADEQUATE DETAIL HOW THE ESSENTIAL HYDROLOGIC FUNCTIONS WILL <br />BE RESTORED. <br />Jerry Zimpfer of our staff was primarily responsible for this review. A copy <br />of his memo is attached for your information. Per his recommendation, the <br />Division hereby finds that the October 18, 1982, submission by CWI is satis- <br />factory.
