~-
sections of the reclamation plan to address measures to ~rinimi~e cheatgrass infestation on final
reclamation areas due to cheatgrass seed in respread topsoil. One approach which might be
considered would be removal of the surface six inch layer of soil (cheatgrass seedbank) from
infested stockpiles for use as refuse area subsoil (replaced by equivalent volume of soil borrow
area material). Another option to consider would be summer topsoil application and seeding (late
June through July), to take advantage of monsoon moisture prior to October-May cheatgrass
germination.
2.05.6(31(bl Sedimentation Control Plan
12. Please amend Table 13-5 "Alternate Sediment Control Areas" to include sediment control
measures which will be implemented at the ilTt, area, and any other disturbed areas where
existing sediment ponds wild due to their location, necessarily be eliminated during reclamation of
the immediately adjacent disturbed areas. Also, please amend Appendix 13-3 to include
appropriate calculations demonstrating that proposed alternative sediment control measures such
as berms, straw bale check dams, silt fences, sediment traps, etc., will ensure compliance with the
effluent limits of 4.05.2. Provide amended reclamation map exhibits as appropriate to depict
proposed alternative sediment control measures.

i
