Lochhead <br />Executive Direttor <br />Michael B. long <br />RE: Proposed UCG Permit Application, Western Slope Carbon olv6ion Dirttror <br />Dear Ms. Mangrum, <br />The Division of Minerals and Geology received your letter dated <br />September 6, 1994 regarding D.M. Higbee and his association with <br />Western Slope Carbon. The Division has researched its files to <br />determine if D.M. Higbee was associated with the Hawk's Nest Mine <br />during the time of bond forfeiture. The events that occurred_at <br />the mine that resulted in forfeiture of the bond appear to have <br />occurred after the sell of Western Slope Carbon to Blue Horizon <br />Mining Inc. It appears that days after the sell of the company, <br />D.M. Higbee resigned as an officer of Western Slope Carbon. <br />One matter needs to be clarified regarding his relationship at the <br />time to Northwest Coal Corporation. A renewal application form was <br />received by the Division on December 7, 1987 which states that <br />Western Slope Carbon, Inc is a wholly owned subsidiary of Northwest <br />Coal Corporation. D.M. Higbee is listed as a company secretary of <br />Northwest Coal Corp. in the applicant violator system (AVS), but no <br />dates are listed. Please see attached for further clarification. <br />The Division requests additional information on the dates D.M. <br />Higbee was in office at Northwest Coal Corp. Please submit this <br />information and supporting document to the Division. Once this <br />information is received, the Division can determine if D.M.
