concerned that the redistribution thickness estimate may be subject to a decrease due to <br />compaction during and after redistribution, loss during haulage to redistribution areas, and <br />loss during brushing of azeas to be stripped. Please provide a detailed soil balance which <br />takes into consideration swell, compaction, and salvage and redistribution losses, and <br />demonstrate how PWCC will meet the current requirement to redistribute 1.0 feet of topsoil <br />on reclaimed areas. <br />8. Please update Exhibit 9-3, 'Topsoil Balance Plan", so that it is current with mining and <br />reclamation operations to date. It may also be helpful to indicate, on this exhibit, the yeaz <br />in which reclaimed areas had topsoil redistributed. This information would be useful in <br />determining what the required replacement depth was at the time of redistribution. <br />9. Please replace Attachment 12-2 with the blasting report currently used at the mine site. <br />10. Please update pages 12 and 12a of Tab 12 to describe recent reclamation activities at Auger <br />Area E, and the apparent abandonment of plans to locate future underground mine facilities <br />there. <br />11. Appendix 13-2 discusses reclamation of the office/shop facilities azeas. Included in that <br />discussion is a commitment to replace 2.0 feet of topsoil on these regraded areas, with the <br />topsoil being taken from a stockpile directly west of the Wadge Impoundment. We are <br />awaze of only one topsoil stockpile in the facilities azea, Stockpile A. Stockpile A is located <br />between the shop and the Northwest Impoundment (003). To what topsoil stockpile does <br />the reclamation plan in Attachment 13-2 refer? Is there enough available topsoil for PWCC <br />to fulfill the 2.0 feet replacement depth commitment? <br />12. Please update Exhibit 13-2, "Backfilling and Grading Schedule", to reflect mining and <br />reclamation operations to date. <br />13. During the September 29, 1993 Division inspection of the site, we noted problems associated <br />with a landslide on the northernmost tip of the active pits in the Wolf Creek area. <br />Discussion with site personnel indicated the slide has been active a number of years. The <br />inspection report noted that PWCC should study the area, as it might be necessary to alter <br />the post mining topography to ensure long term stability of the regraded area immediately <br />above the slide itself. If this has not been done already, PWCC should examine this slide <br />and its possible effects on long term stability of the reclaimed mining area. Please provide <br />the Division with either a demonstration that the proposed post mining topography will be <br />stable, or a revised post mine co~guration that ensures long term stability. <br />14.
