Evaluation of Compliance of Proposed Plan <br />Water Quality Standards and Effluent Limitations <br />n <br />1` The applicant is routing all surface drainage from the Refuse Disposal and D- <br />Portal Areas through sediment ponds (See "Sedimentation Ponds" section in this <br />~y TEA). These two areas represent the majority of surface disturbance at the <br />6 Deserado Mine. There are three areas however, which appear to be lacking suf- <br />~ ficient run-off control, and for which the applicant has requested an exemption <br />~~ a from constructing sediment ponds. These areas include: the Ventilation Entry <br />3~y Area, the Water Storage Tank Area and the Explosive Storage Area. The Ventila- <br />b tion Entry Area is located adjacent to the abandoned Staley-Gordon Mine near <br />the confluence of Scullion Gulch and the White River.. Approximately 2.2 acres <br />will be disturbed by the entry area and access road. The Water Storage Tank <br />Area is located on a drainage divide irtonediately north of the D-Portal Area. <br />The storage area and access road constitute approximately 8 acres of the total <br />Scullion Gulch watershed. The Explosive Storage Area is immediately adjacent <br />to the southeast corner of the D-Portal area, but run-off from the storage area <br />will not be directed into the D-Portal sediment pond. The site consists of two <br />small buildings and an access rodd, constituting a disturbance of approximately <br />1 acre. All of these sites comprise very small upstream drainage areas and di- <br />sturbed acreage is relatively insignificant to the overall Scullion Gulch <br />-ti} watershed. The applicant has proposed some erosion control for each site, such <br />-~i` as gravel surfacin diversion ditches, collector ditches, riprap, revegetation <br />~~' and rock check dams (page IV-70). It is therefore recommended that the appli- <br />cant be granted a small area exemption for the Water Storage Area and the Ex- <br />plosive Storage Area providing that the proposed erosion controls be implement- <br />ed prior to the onset of construction at these sites and that location of all <br />rock check dams to be installed for sediment control be illustrated on the <br />J <br />Water Storage Area Maps 52-55 and on a map illustrating the Explosive Storage <br />Area. <br />The Ventilation Entry Area is one of the two access sites to the underground <br />mine, but will be used only for ventilation purposes as an emergency exit (p. <br />12 <br />
